Does deleting a card in the Google Pay Wallet on one device remove it from the Google Pay Wallets on my other devices?

Go to eboo and update your mobile phone number on your profile page, or at the top of the Google Pay screen. Then go to Wallet and ask to receive a new activation code by text.

Remember that you can also add your card by going to the Google Pay section of eboo (sending a text is not a requirement when you add a card to Google Pay from eboo).
