What is a scam call?

A scam call is one made by an ill-intentioned person calling a Luxembourg number in an attempt to con someone out of money.

It goes like this:

A call is made from abroad. The scammer generally lets the phone ring twice before hanging up. Sometimes, two calls are made in quick succession, to give the impression that it’s urgent.

The target thinks they have missed a call and is tempted to call back. The number in question is either a foreign premium rate number, or a number with a high termination rate (e.g. mobile number in a neighbouring country or a number in a faraway country, costing more than a domestic call).
